Out-of-State Transfer

If you have recently moved to Rhode Island, you need to obtain a valid Rhode Island license upon becoming a resident.

 

  • You need your current out-of-state license. This license cannot be expired for more than one (1) year. The DMV will require you to turn this license in.
  • If you do not have your current, valid out-of-state license to turn in, you will be required to obtain from the Division of Motor Vehicles (or licensing agency) from the state in which you were licensed verifying the issuance of the license and a certified copy of your driving record.
  • If your out-of-state license has been expired for more than one (1) year, you will be required to take a written exam and a road test.
  • You need to bring proof of your current address.
  • You need to bring a valid Social Security card or a valid passport. If your name has changed and is different from the name on your current license, you MUST change your name with the Social Security Administration first and then allow at least 24 hours for the change to take effect before coming to the DMV to transfer your license from another state. You will also be asked for a document showing proof of name change, such as marriage certificate, divorce decree, or probate court documents showing legal name change.
  • There is a $31.50 fee for your first license. Your initial Rhode Island license will be valid for up to two years, expiring on your birthday. At that time you may renew for five (5) years.
  • If you are returning to Rhode Island from another state, you may be able to simply have your previous Rhode Island license reissued for a $31.50 fee. In order to do this, you need to meet the above requirements and pay the applicable fee. In addition, your Rhode Island license must not have been expired for more than 3 years.
  • If your Rhode Island license has been expired for more than three years, you will be issued a new license and new number.
  • If you had a license in your state of origin that enabled you to drive a taxi, limo or other non-CDL class vehilce for hire, you must complete an application form and obtain approval from the Operator Control Division.
  • Any other restrictions or endorsements you may have had on your out-of-state license (for example, a motorcycle license) will be transferred to your new Rhode Island with an equivalent restriction/endorsement.
  • For a Commercial Driver's License (CDL), you must have your out-of-state commercial driver's license or a certified motor vehicle record (driving history record), proof of residence and your social security card.
